A Ross McElwee documentary is just about perfect for video. Since he usually chronicles his own life in films like ''Sherman's March'' (1986) and ''Time Indefinite'' (1993), the dramas couldn't be more intimate. Given Mr. McElwee's eye for odd happenings and juxtapositions, the scenarios are also provocative enough to make one want to pause and ruminate. ''It pleases me that on video people have the luxury of stopping,'' he said. His latest documentary ''6 O'Clock News'' (1997), recently released on videotape by First Run Features, fits neatly because it is about the medium of television. In fact, unlike his earlier films, it didn't get an extensive theater showing primarily because it was first broadcast on the ''Frontline'' television series.
