Ted Rall, mop-headed antiestablishment political cartoonist, has abundant talent, a 1,400-drawing portfolio, seven years' experience, the acclaim of peers and the approval of newspaper editors who, every so often, print his work. What he lacks is someone who will hire him full-time. "People have been telling me I'll find a job for seven years now," he said, sprawled glumly on a sofa at the downtown Stouffer's here. "I'm not going to find a job. There are no jobs."

Fox's Powerful Role in Children's TV

In August 1993, after Margaret Loesch, president of the Fox Children's Network, decided to put a show called "Mighty Morphin Power Rangers" on her fall schedule, she sent videotapes of several episodes to Lucie S. Salhany, then head of Fox Broadcasting. Then Ms. Loesch went on vacation. The next day a fax came from Ms. Salhany, urging that "Power Rangers" be shelved. "Maybe I'm too old," the message continued, "but I think this will be a disaster."

VECTRA COMPLETES SALE OF UNIT TO WESTINGHOUSE

Vectra Technologies Inc. said yesterday that it had completed the sale of its plant services operation to the Westinghouse Electric Corporation for $19 million. The transaction is expected to have a net value of $17 million after balance-sheet adjustments, Vectra said. Westinghouse will pay Vectra as much as $3.6 million more in the next three years if the operation meets certain profit targets. The plant-services business is based in Richland, Wash.

MERCHANTS BANCORP TO BUY VALLEY BANC SERVICES

Merchants Bancorp Inc. agreed yesterday to buy the Valley Banc Services Corporation for $20.5 million in cash. Valley Banc Services, based in St. Charles, Ill., is a closely held holding company for four Illinois banks. The company had assets of $142 million as of Dec. 31. Merchants Bancorp, the holding company for Merchants Bank of Aurora, in Aurora, Ill., had assets of more than $496 million as of Dec. 31. Shares in Merchants were up 25 cents, at $25.625, in Nasdaq trading.

South Africa Lifts Bank Rate

South Africa's central bank has raised its bank rate by one percentage point, to 15 percent, to counter inflation, the bank's governor said last week. The bank rate is the rate at which the South African Reserve Bank makes loans to banks. By raising the rate -- the third increase since a new Government was elected in April 1994 -- the central bank hopes to slow the economy to contain inflation while allowing enough growth to finance its reconstruction program.

Turner in Deal to Put CNN in India

The Turner Broadcasting System said last week that it had signed an agreement to beam its CNN International news channel across the Indian subcontinent, becoming the first non-Indian programmer to enter the market. Turner International, a unit of Turner, entered into an agreement with Doordarshan, an Indian broadcast company, to beam CNN International to 16 million cable television viewers in India and an additional 5 million viewers in South Asia.

La Quinta Inns Inc. said today that it had completed its acquisition of the stakes in some of its hotels owned by AEW Partners L.P. for $191 million in cash and stock. The company paid AEW Partners $48.2 million in cash and about 5.3 million shares of stock worth $142.7 million. La Quinta, based in San Antonio, now owns 29,819 of the 30,308 rooms in its hotel chain. The chain has 235 properties in 29 states.

NEC Joins Race For Flat TV Set

The NEC Corporation, Japan's largest semiconductor maker, is planning to spend 85 billion yen, about $1.01 billion, in the next five years to produce large flat-panel video displays for television sets that can hang on walls. An NEC executive vice president, Hajime Sasaki, said last week that the company would build a factory in Japan by 1997 to produce the color screens.

Shell Decides Not to Develop Iran Oilfields

The Royal Dutch/Shell Group said today that it had decided not to bid against Total S.A. for the development of Iran's offshore Sirri oil and gas fields. A two-company contest was expected after President Clinton of the United States forced the Conoco Inc. division of Du Pont on March 15 to withdraw from the Sirri project and later banned all United States companies from buying or selling Iranian oil.
