Construction Indus Stabilization Com has secretly approved 100-200 labor contracts since Nov in what members of Pay Bd and com concede was effort to conceal size of pay increases well above Pay Bd guidelines; these officials say bd requested secrecy for fear that news of construction indus settlements was undermining efforts to establish wage increase guidelines of 5.5% to 7%; secrecy will now be ended and new rules have been agreed upon by bd and com under which com will work within bd's guidelines whenever possible; in future, com will be able to make routine news announcements without prior bd approval
