One of most troublesome questions facing ASNE as it winds up annual convention in NYC is whether to support Progressive magazine in its fight against Federal court order prohibiting it from publishing article describing how to build hydrogen bomb; board of directors is to consider recommendation from 1 of its committees that group file brief as friend of court on behalf of Progressive on ground that Government has failed to meet heavy constitutional burden implicit in case; dilemma that editors face is that while Progressive case is 1 of most serious 1st Amendment challenges in recent years, most of them would not have published article in their own newspapers and many have serious doubts about merits of piece; 1 of difficulties in case is that much of testimony is sealed, so that it is not precisely known how Government contends material would endanger national security; Anthony Day (Los Angeles Times) and A M Rosenthal (NY Times) comment (M)
