The economic news looked bad, with unemployment claims up and retail sales down. But on Wall Street, optimism returned. A widely followed semiconductor industry analyst, Jonathan Joseph of Salomon Smith Barney, turned bullish on the theory that the news was so bad that it had to get better. An index of such stocks leaped 23 percent during the week while the Nasdaq composite rose 14 percent. The Dow Jones industrial average climbed just 3 percent, but it topped 10,000 for the first time in almost a month. Floyd Norris
