Study of jury selection process in Louisiana's Caddo Parish, which has Shreveport as parish seat, shows that prosecutors over past decade have used peremptory challenges three times more often to dismiss prospective jury members who were black versus those who were white; findings point to question of whether jury system is polluted by racism and bias; study comes in advance of Supreme Court hearing death penalty case against Timothy T Foster, in which every prospective black juror was rejected.
