U.P.S. Rates to Rise 2.5%

United Parcel Service of America Inc., the world's top package delivery company, plans to raise rates about 2.5 percent next year -- its smallest increase in 11 years, helped by the lowest oil prices in more than a decade. The new rates for most domestic air express and ground shipments take effect on Feb. 8. U.P.S. does not plan to raise rates for shipments sent abroad but will charge $1 extra for shipments to remote areas.
