Telesphere's Staff Is Cut After Loss Telesphere International Inc. said yesterday that it was reducing its payroll by 120 employees, or 28 percent, and that it lost $6.9 million in the fiscal third quarter. Telesphere, which is based in Oak Brook, Ill., also said high-level managers had voluntarily accepted substantial salary reductions.

Navy Officials Disclose Overcharges for Parts

A review of the Navy's purchases of spare parts has turned up new instances of unjustified high prices, Navy Secretary John F. Lehman Jr. said Tuesday. Navy investigators are reviewing contracts for the 2.1 million spare parts bought each year to see where money could be saved, Mr. Lehman said at a news conference.

2-MONTH OLD INQUIRY BY F.B.I. FAILS TO FIND SOURCE OF DISCLOSURE

A two- month-old investigation ordered by President Reagan has failed to determine who disclosed information about United States military options in Lebanon, Administration officials said today. Several officials said further that they doubted the Federal Bureau of Investigation would succeed in uncovering the sources of the information given to news organizations in September. But they said the inquiry would at least have the effect of warning people in the Administration against giving out classified material. According to the officials, the investigation was the most widespread attempt by President Reagan to clamp down on unauthorized ''leaks'' to the news media.

SYRIA REJECTS U.S. BOMBING CHARGE

Government-controlled newspapers here published statements today rejecting a United States charge that Syria sponsored a truck-bomb attack on the Marine compound in Beirut last month. Al Baath, the newspaper of the ruling party, warned that any American attempt to attack Syrian forces would bring results that would ''certainly not please Reagan and the American people.'' The statements, which were also published in the newspaper Tishrin, were the first public reaction in Damascus to charges by Secretary ofDefense Caspar W. Weinberger Tuesday that Iranians exploded a truck bomb in the Marine compound Oct. 23 with the ''sponsorship and knowledge and authority of the Syrian Government.''

REAGAN REPORTED TO ORDER INQUIRY ON NEW REPORTS

President Reagan has directed the Justice Department to investigate the unauthorized disclosure of details about National Security Council meetings in September on the situation in Lebanon, an Administration source said tonight. The source said that the inquiry, which the President was said to have initiated in mid-September with a letter to Attorney General William French Smith, is focusing on people present at the meetings last Sept. 10 and 11. They were said to include top White House staff members, National Security Council members, and officials of the Defense Department and the Central Intelligence Agency.

Former Mayor Maynard Jackson of Atlanta today endorsed the Rev. Jesse Jackson for the Democratic nomination for President, declaring ''a vote for Jackson is a vote against Reagan.'' The former Mayor, the first black to hold that office in Atlanta, joined the black Presidential contender at a news conference in the state Capitol to make the endorsement.

40 in a 'Charity' Held in Drug Raid

Federal officials said a mob-linked narcotics ring was smashed today with the arrests of more than 40 suspects who were accused of using a charity for the handicapped as a front for the sale of cocaine, methaqualone and methamphetamines. More than 200 law enforcement officers began rounding up the suspects at 6 A.M. in eight counties, during which several pounds of drugs, cash and more than 30 weapons were seized.

200 Missing as Ferry Sinks Off the Philippines

Rescue workers reported spotting signs of survivors today in the hunt for more than 200 people missing after a ferry carrying 388 passengers and crew members sank in a typhoon off Mindanao Island. Bob Go Thong, vice president of the owner of the ship, Go Thong shipping lines, said there were 169 confirmed survivors of Monday's accident.
