GSA abolishes 'special referral unit' that circumvented US Civil Service Comm regulations by hiring some personnel because of their pol influence rather than merit; decision is announced in rept to comm on Nov 10; it is believed to be 1st acknowledgement by a Govt agency that pol connections were taken into acct in hiring for civil service positions; comm spokesman says disciplinary action is being contemplated against agency officials responsible for preferential hiring and those who were improperly apptd; notes that agency officials are reviewing individual cases of personnel apptmts that will have to be terminated unless they can be made to conform to comm's legal and regulatory requirements; comm informs GSA that its investigation uncovered evidence of preferential treatment of applicants referred from 'nominal pol or clearly partisan' sources such as Repub Natl Com, Com for Re-Election of Pres and figures on Capitol Hill

Greek mil Govt spokesmen and newspapers assert on Nov 22 that widespread strife during past few days may have retarded Pres G Papadopoulos's announced plans to restore gradually measure of civil and pol liberty and to hold parliamentary elections in '74; Greece has not had parliamentary elections for more than 9 yrs; Under Sec S Zournatzis notes that there are 3.3-million new voters; pol observers, Athens, contend that extreme authoritarian-minded members of mil junta welcomed recent unrest because it led to reimposition of martial law and demonstrated 'dangers' of dem experiments; younger officers in armed forces reptdly are criticizing junta; reptdly combine fierce nationalism with socialist leanings; anti-Amer feelings which pervaded last wk's student uprisings at Athens Polytechnic Univ reptdly reflect thinking of some Govt leaders; Premier S Markezinis and Foreign Min C Xanthopoulos-Palamas have taken anti-Amer positions on several issues but Markezinis presumably must now endorse Papadopoulos's policy of close collaboration with US; Markezinis has expressed support for Army's 'rough' handling of rebellious students; Govt broadcasts and controlled press are assuring nation that law and order have triumphed over 'revolutionaries'; official Govt repts contend 13 persons were killed in recent violence and some 250 are in prison on sedition charges
